Dog License Fee Raised
- On August 29, 2007 the County Commissioners upon recommendation of the Belmont County Animal Rescue League increased the fee for a 2008 dog and kennel license. The increase is effective December 1, 2007 when the 2008 dog licenses go on sale.
The 2008 fees:
- $12 - For a dog license
- $60 - For a kennel license ( 5 or more dogs)
After January 31, 2008 a late filing fee of $12 per dog license and $60 per kennel license will be added to the cost of the license. Please note that all monies collected from the sale of dog and kennel licenses are used solely for the operation of the dog shelter and related expenses.

Highlights of Requirement of Apartment Owners to File Information with County Auditor (Sub. HB 294, as enacted)
- Owners of residential rental property must file the following information with the county auditor (5323.02 (A)):
- Name, address, and phone number of an owner, trustee, administrator, general partner, manager, associate, or member, depending on how the property is owned
- Street address and permanent parcel number of the property
- The year any dwelling units were built
- The information will be filed and maintained in a manner to be determined by the auditor (5323.02 (B))
- The information is public record (5523.04)
- “Residential rental property” means (5323.01):
- real property
- 1 or more dwelling units leased or rented solely for residential purposes; or
- mobile home park or site where lots are leased for parking mobile/manufactured homes/RVs for residential purposes
- does not include hotels or college dorms
- The owner must update changed information within 10 days (5323.02 (C))
- Owners of residential rental property who reside out of state must designate an individual in Ohio to serve as their agent for the acceptance of process for legal actions or proceedings (5323.03)
- The county auditor must determine the manner in which the designation must be made
- If the owner has already designated such an agent with the Secretary of State, a certified copy of that document must be filed with the auditor
- No owner of residential rental property shall fail to comply with the filing or updating of information requirements or shall fail to satisfy the designation of agent requirement or the filing of the appropriate designation of agent document requirement. Whoever violates this section is guilty of a minor misdemeanor. (Sec. 5323.99)

Change in Real
Estate Taxes for Commercial, Industrial and Mineral Property
owners
Joseph A. Pappano, Belmont
County Auditor reports that all
commercial and industrial property owners can expect an
increase in their 2005 Real Estate Taxes payable in 2006 due
to HB66 passed by the state legislature and signed into law
on June 30.
Pappano said the elimination
of the 10% rollback for commercial, industrial and mineral
properties will result in an actual 11.1% increase in tax
dollars to the owners.
However, this increase will
not mean more money for local governments or schools. The
increase in tax dollars replaces funds that were formerly
reimbursed by the state to the taxing districts.
Pappano stated, “This tax increase is unrelated
to the Belmont County 2006 reappraisal currently in
progress. The change is also unrelated to local levies or
assessment activities, and is the direct result of the new
legislation from
Columbus.
The change affects all “class
two” properties, including commercial, mineral and industrial
and some “class one” property relating to forested
agricultural land such as CAUV and the Forest Land Tax
Program.
Residential properties will
continue to receive the 10% rollback.

Property Tax Changes for 2006
The phase-out of the $10,000
reimbursement for Tangible Personal Property was accelerated
in Am. Sub. House Bill 66. The last payment will be in Fiscal
Year 2009 to the various Political Subdivisions.

Commercial
Activity Tax (CAT) effective July 1, 2005
Major changes are happening to
Ohio's tax code with the enactment of Am. Sub H.B. 66. These
changes affect most Ohio business taxpayers. the most
prominent change in the introduction of the Commercial
Activity Tax (CAT), a business privilege tax measured
by a business's gross receipts. The CAT in being phased in
over five years and replaces the corporation franchise tax and
the tangible personal property tax, which are bing phased out
over a similar time period. For forms and information visit

License now on line
Regular county Vendor's License
can be applied for and purchased on the internet through the
Ohio Department of Taxation at
www.obg.ohio.gov or you can go to Forms on Line on this
website and print out an application for a vendor's license.
You may also visit the auditor's office in the county
courthouse to purchase a vendor's license.

1. Personal Property Tax
Amended Substitute House Bill 95
(HB95) recently enacted by the 125th Ohio General Assembly,
contained several changes that will impact the property tax
functions of the County Auditors.
$10,000 Filing Requirement &
Exemption Reimbursement- Effective Tax Year 2004 -
Beginning in tax year 2004, taxpayers with a taxable value of less
than $10,000 will no longer be required to file a Personal
Property Tax return.
Inventory Listing
Percentage-Effective Tax Year 2005 - The inventory
assessment rate for tax year 2004 will remain 23%.
Effective for the 2005 & 2006 tax
years, the assessment rate for inventory will be reduced by two
percent instead of one percent if the total statewide collections
of personal property taxes for the second preceding year exceeds
the total statewide collection of personal property taxes for the
third preceding year.
Effective for the 2007 tax year and
thereafter, the inventory assessment rate will be reduced by two
percent automatically until the assessment rate equals zero.
Late Filing Penalty -
Effective June 26, 2003 - The loss of one-half
the exemption for late filing has been repealed.
Late Payment Penalty Remission
- June 26, 2003 - Reasonable cause can now be considered
in the abatement of a late filing penalty. For a revised DTE-Form
23-A (Penalty Remission Application) contact the auditor's office
at 740 699-2131.
2. Sales Tax
Rate Change
Beginning July 1, 2003 the Belmont
County Sales Tax rate changed from 6.50% to 7.50% due to the State
of Ohio Legislators raising the Ohio Sales Tax rate one

record card information may be accessed by name, parcel ID or you

data will be updated nightly to provide next day current

St.
Clairsville, Ohio - Developed to inform and better serve
the citizens of Belmont County anyone can now visit the
courts, offices, and departments of Belmont County 24 hours a day, from anywhere
in the world via it's new home on the internet!
The new website can be accessed by
visiting the following link: www.belmontcountyohio.org.
Contained in the new and informative
site is directory and contact information for all of the
various departments, as well as in-depth information on the services performed by the County
Auditor's office at http://www.belmontcountyohio.org/auditor.htm.
The Auditor's website features an internal
search engine capable of finding any keyword that a visitor
types in. Web pages are then "ranked & Scored" by relevance
to the subject that the visitor was searching for. This
feature saves the visitor time and guides them directly to the
area of interest.
Downloadable forms are also soon to
be featured
on the informative site. Each form may be downloaded and
printed. After a form is filled out it can then be submitted
to the proper office personnel.
The site was created and will be
maintained by a local
graphic design firm, Express Graphics Digital Publishing, a
subsidiary entity of Express Graphics Digital Printing located
